predominantly black neighborhood was previously spotted in buffalo back in march and witnesses are telling me they saw him at the store the day before the shooting, being investigated as a racist hate crime. please confirm that he posted a 180 page racist rant, and warning sirens signs were missed. tonight, the fbi opening another hate crime investigation into the shooting at a california church, one killed and five injured. all members of the taiwanese community. police say the shooter change the doors and open fire. how brave churchgoers subdued him, and the major baby maker formula baby close down over safety concerns. how soon could an impact of the shortage. tracking severe storms along the east coast. tens of millions on alert.

>> announcer: this is "nbc nightly news" with lester holt reporting tonight from buffalo, new york. good evening from buffalo. a still proud but deeply wounded community asking tonight, why us. why a teenager traveled hundreds of miles to this city, to this block, to this grocery store to allegedly seek out black people to kill today we learn the gun attack that killed ten and injured three may not have gone entirely as planned police believe the shooter, pumped up on false and racist conspiracy theories, intended to head down the street and shoot more people. thankfully he was stopped and arrested it came on the same weekend as a mass shooting at a southern california church, an attack on taiwanese church members being investigated tonight as a hate crime that was politically motivated. we'll have more on that in a few moments. let's begin here with the pain, remembrances, and fear in buffalo

tonight, buffalo still struggling to come to terms with how someone could turn a supermarket into a terror target. and if warning signs were missed. >> three down inside so far two outside. >> police say the 18-year-old gunman had a disturbing plan when he stormed into this tops grocery store saturday >> send as many cars as you possibly can. >> a plan fueled by racist hatred. >> this is a racist hate crime this is someone who has hate in their heart, soul and mind >> individual in body armor. >> police say the suspect was wearing full body armor and tactical gear, had driven 200 miles to get here, and was live streaming the horror online this video showing the alleged shooter's arrest at the scene. tonight, authorities saying the suspect may have been casing the location >> the individual was here a few months ago back in early march. >> grady lewis was across the street saturday and saw the gunman open fire >> you see a guy in

camouflage shooting, shooting, seen the security guard run into the store. >> lewis told me he saw the suspect at the store the day before the attack and so did veronica love and her son daniel who work across the street. >> where was he? >> next door i front of my barbershop, he was sitting right in front, using the wi-fi. >> like so many here, they are still stunned by the nightmare the gunman unleashed >> you could have been over there >> i could have been over there i frequently go over there. my daughter had a list for her sunday meal. >> in court this weekend the suspect pled not guilty. while tonight ther are new details on the investigation. authorities have interviewed the suspect's parents and confirm the suspect posted a 180-page racist rant, including saying he targeted the neighborhood because it had the most black people and nbc news learning this is not the first time the suspect came in contact with law enforcement.

kate snow has late details. >> he came into my community with hate. he drove hours to come here and do what he did. >> reporter: zeneta everhart's 20-year-old son zhaire was working at tops, helping an older woman with groceries in the parking lot when he was shot in the neck and the woman was shot and killed in front of him. incredibly, zhaire survived his mom is director of diversity and inclusion for a new york state senator. >> this young man apparently had a document that he put up online, broadcast part of it online. >> yeah. i think the firs thing we have to do is talk about it and stop acting like there is not racism in this country. >> reporter: asian american women were targeted in 2021. mexican shoppers at a walmart in el paso in 2019 jewish worshippers in a pittsburgh synagogue in 2018. black parishioners at the mother emanuel ame

church in charleston in 2015. the shooter in buffalo etched references to previous shootings on his weapons. in a racist rant, he claimed he wa radicalized on 4chan and repeatedly cites the false unfounded great replacement theory, suggesting jewish elites are bringing people of color to replace whites scott white with the anti-defamation league says it is easy to find on social media sites that don't have moderation policies. >> talking about discord, talking about gab and parler, and telegram, site that are frequented by extremists. >> and they don't have rules what can be said. >> people can put whatever they want on there. >> reporter: the fbi is seeing racially motivated extremism incidents, fed by social media and also gaming platforms the buffalo shooter live streamed his attack on twitch before it was taken down, but the video is still circulating. outrage for garnel whitfield, who lost his mother ruth on saturday >> our matriarch, our hero, our angel wa

news, laguna woods, california. tonight, ukrainian authorities say that more than 260 soldiers have been evacuated in buses from that steel plant in mariupol that was surrounded by russian forces they were taken to towns controlled by russia, including 53 seriously wounded soldiers brought to a medical facility hundreds more remain in the plant and there's an important development in the nationwide shortage of baby formula. abbott, one of the major producers, reaching an agreement with the fda to reopen a key manufacturing plant. jo ling kent now with that story. >> reporter: tonight, possible signs of hope for millions of parents nationwide >> look at this. >> reporter: as the fda struck an agreement with abbott nutrition on next steps to reopen the formula factory in sturgis, michigan. abbott ceo saying we know millions of parents and caregivers depend on us, and we

are deeply sorry the voluntary recall worsened the nationwide shortage. if the fda and a federal court give abbott the green light, it would take two weeks to reopen and another six to eight weeks to get formula on shelves the plant has been shuttered since february over bacteria possibly linked to infant illnesses abbott says there's no conclusive evidence linking that formula to those sicknesses. >> we're taking a number of measures, including getting all manufacturers to step up, getting the sturgis plant up and going. >> reporter: the months-long shortage hitting low income families disproportionately hard. >> we definitely go home with a little hole in our heart. >> reporter: after the white house proposed loosening restrictions last week, many parents who rely on government assistance from the women, infants and children program known as wic are still unable to track down formula >> how frustrating is it when you issue a benefit to get formula and there's no formula on the shelf?

>> the worst feeling ever i think we always issue the formula thinking i really hope this participant can find some formula that's the biggest strain on our staff. >> reporter: by one estimate, up to 68% of all infant formula sold in the u.s. is purchased through wic. >> how much do you worry about the babies >> that is our biggest worry, our biggest worry is that babies get sick, that babies are not able to tolerate different formulas, that babies are offered one formula one week and another formula another week. >> reporter: the shortage has charitable organizations like baby2baby stepping in to help, distributing formula they have to hospitals, foster care organizations, and shelters >> 2022, we have requests for over 8 million cans of formula so we're not going to meet that >> reporter: baby2baby has direct relationships with smaller formula makers, but say even that is not enough.

what we are feeling, today, as shock. what we are is sad. we are angry. we are tired, so tired. hardest to say, we feel helpless, because we are somehow unable to defuse the ticking time bombs among us, the individuals who adopted twisted logic and a language of madness, routing, rationalizing, and seeing those unlike themselves as the enemy. they are capable of violence. they are a danger and their intent always seems crystal clear, after the fact, when the shooting stops. we are burdened by the lingering question, how do we find them before it starts? that is nightly news for this monday. thank you for watching, i am lester holt. take care of yourself and each other. good night, from buffalo.
